runtime.onStartup

Fired when a profile that has this extension installed first starts up. This event is not fired when a private browsing/incognito profile is started, even if this extension is operating in 'split' incognito mode.

Syntax

chrome.runtime.onStartup.addListener(function() {...})
chrome.runtime.onStartup.removeListener(listener)
chrome.runtime.onStartup.hasListener(listener)

This API is also available as browser.runtime.onStartup.*.

Events have three functions:

addListener(callback)
Adds a listener to this event.
removeListener(listener)
Stop listening to this event. The listener argument is the listener to remove.
hasListener(listener)
Checks whether a listener is registered for this event. Returns true if it is listening, false otherwise.

Open https://chilloutandwatchsomecatgifs.com/ when the browser starts up:
