onProxyAvailable()
This method is called when proxy info is available or when an error in the proxy resolution occurs.

- The value returned from asyncResolve.

- The URI passed to asyncResolve.

if there is no associated proxy info for aURI. As with the result ofnsIProtocolProxyService
