Formatted 'new' as code in "It's new that returns the this object to the calling site."

Use of the first-person inconsistent with rest of article.

I think this formatting makes more sense and makes the concepts more separate as they perhaps should be.

Fix doc test tool discovered bugs - woot!

Fixes to handling of octal/hex (octal parsing w/o radix parameter is gone, hex is not). Other content cleanup.
