History of CSSRule

rearrange sentences in the intro; expand the cssText documentation to mention there are more convenient ways of accessing the rule information

sort rule types by status (commonly used, experimental, obsolete), then by ID. Move comments to a separate column. Add an explanation for the style and @import rule.

consolidate browser compatibility information in the appropriate section

remove WebIDL interface definition, since it's duplicated in the rest of documentation and shifts the docs below the fold

Removed "See also" macro, now that we have proper quicklinks
